I think there’s probably room for compromise there.  Gun safes can be prohibitively expensive, especially for long guns, but it’s the same premise as requiring car insurance, I think.  Good trigger locks (not cheapo plastic ones) are a lot more reasonable, cost-wise, and I think they offer an appropriate amount of protection.
